For shadowrun it isn't so easy to focus on maps.

And less than 10%, I can buy good maps for the game but for more game specific material? I need to trust the books and the web sites

Most you can design or create, creating maps need some experience, this is why it is an option

As I see with time maps get lower and lower percentages here

Maps can be found in many places and modified for usage. Like any game, it's a lot harder to find well developed NPCs or advnture ideas/hooks
