Thought about it for a bit, since such programs are rare. Why? Because in most cases you would want more from a program and when it is the case, the program gets more and more complex. When you want multiple hex sizes, templates, you want to scale things, you will get to a program that is more than simple "drag and drop"
With new and new features you will simply get to the point where hex based maps are supported but most people don't use them since they have more powerful tools.
While Campaign Cartographer 3 can do what do you want, it isn't designed with simple drag and drop of hex pieces in mind, it is a far more complex and powerful tools.
But simple bitmap based solutions won't have many hex sizes, many symbol sets, etc![]()
